The consideration of this Ordinance is in response to <br />residents' comments regarding the necessity for twice a year testing for <br />private wells. <br />Currently, Chapter 70 of the Municipal Code (which governs the municipal <br />water system and residential wells) allows existing buildings on properties <br />which are not adjacent to municipal water mains to utilize on -site wells <br />for water service. However, Chapter 70 does require that the properties <br />which do utilize on -site wells submit certified test results to the City <br />indicating levels of coliform and nitrate nitrogen. These test results are <br />required twice per year (October and April). <br />The City originally adopted the testing requirement in the general interest <br />of health, safety and welfare of all residents within the City. Currently, <br />the City has a record of six (6) properties which utilize wells and are <br />subject to the testing requirements. Both the Ramsey County Department of <br />Health and the Minnesota Department of Public Health feel that testing once <br />per year is adequate to monitor the water quality of wells. <br />The proposed Ordinance would amend Chapter 70 to only require testing one <br />time per year. That testing would take place in April of each year. <br />l-i <br />Paul Harrington, City <br />RECOMMENDATION: <br />Motion to waive the reading and formally introduce Ordinance No. 531 <br />amending Chapter 70 of the Mounds View Municipal Code. <br />
