For <br /> Review: The request, if approved, would allow the scaling down of a City <br /> required berm along the West property line (Edgewood Drive) and approve the <br /> addition of impervious surface (parking area) . The request also included <br /> a variance for the placement of parking area at a zero side yard setback. <br /> The variance has been reviewed according to Mounds View Municipal Code <br /> requirements and approved by the Mounds View Planning Commission. <br /> The berm in question was required by an action of a previous Council in <br /> response to adjacent property owners concerns relating to screening of the <br /> parking area. The applicant would like to reduce the berm by approximately <br /> 1/3 to 1/2 in height. and relocate it closer to the Edgewood Drive right-of- <br /> way. Due to the previous Council action, any alteration of the berm is <br /> subject to City Council review and approval. <br /> Please note that the attached resolution includes a number of conditions <br /> which were agreed to by the Council. In particular, requirements that 1) <br /> the applicant enter into a hold harmless agreement with the City to address <br /> concernswithsnow- removal from the site -and adjacent streets as well as - <br /> utility maintenance. 2) the re-configured berm be landscaped according to <br /> City Forester recommendations outlined in his memo dated October 26, 1993. <br /> And 3) the applicant install and maintain a rate control structure, as <br /> recommended by the Mounds View Consulting Engineer, to ensure that no <br /> increase in the rate of stormwater discharge from the site takes place. <br /> If you have any questions regarding this item, please do not hesitate to <br /> give me a call. <br /> P arrington, Cit/'lanner <br /> RECOMMENDATION: <br /> Adopt Resolution No. 4443 approving on site parking expansion for <br /> Robert's Off 10, 2400 County Road H2 . <br />
