RESOLUTION NO. 4451 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION OF COMMITMENT BY THE CITY OF MOUNDS VIEW TO CONSTRUCT <br /> AND OPERATE A MUNICIPAL NINE HOLE GOLF COURSE <br /> AND PRACTICE RANGE <br /> - r <br /> WHEREAS, for over 10 years the City of Mounds View has <br /> considered the creation of a municipally-owned golf course in the <br /> City; and <br /> WHEREAS, the idea of such a course was taken from dream to <br /> reality in July, 1991 with the crease of a Land Use Study Task <br /> Force comprised of Pat Rickaby, Gary Quick, Ric Minetor, Samantha <br /> Orduno, Mary Saarion, E. Scott Dentz, Gary Stevenson, Len <br /> Burgers, Tom Fischer and Stephanie Shaner, who were charged with <br /> determining the feasibility of a golf course on City-owned land <br /> in the northeast quadrant of the City; and <br /> WHEREAS, the feasibility of a golf course on the land was <br /> examined by professional consultants with findings which affirmed <br /> not only the feasibility, but the potential self sustaining <br /> profitability; and <br /> WHEREAS, the Land Use Task Force recommended to the Mounds <br /> View City Council that the concept of a municipally-owned golf <br /> course be pursued to determine if such a course could be a <br /> financially sound course venture for the City; and <br /> WHEREAS, in July, 1992 , the City Council appointed a 9 <br /> member Golf Course Task Force-comprised-of-Phyllis Blanchard-,- <br /> - • - - • • ar •uick Ron Schmidt, Phil Sipe, <br /> Tim Smith, Gary Stevenson and Samantha Orduno and charged the <br /> them with determining the financial viability of a municipally- <br /> owned course with the direction that any course developed must be <br /> constructed and operated from non-property tax sources; and <br /> WHEREAS, also in July of 1992, the City contracted with <br /> Decision Resources, Ltd. to conduct a random sample telephone <br /> survey to determine public opinion ondevelopment of a golf <br /> course in the City; and <br /> WHEREAS, the results of the survey indicated that 62% <br /> favored a golf course in the City and 56% of those favoring such <br /> a course, desired that it be a municipal operation; and <br />
