RESOLUTION NO. 4451 <br /> PAGE TWO OF TWO <br /> WHEREAS, from July, 1992 to November, 1993, the Golf Course <br /> Task Force has conducted over 20 meetings to develop concept <br /> plans, revenue and expenditure projections, market analysis, <br /> construction and operation costs; and <br /> WHEREAS, the Task Force has made recommendations to the City <br /> Council for approvals of funding for financial, architectural, <br /> engineering and marketing consultants to assist them in <br /> developing the proposal which would be a financially, <br /> environmentally, aesthetically, social and recreational <br /> investment opportunity for the City of Mounds View; and <br /> WHEREAS, the Golf Course Task Force has, through <br /> comprehensive research and analysis, determined the financial <br /> viability of a 9 hole golf course and driving range on land <br /> currently owned by the City and proposed additional land to be <br /> acquired to increase the success of the course; and <br /> WHEREAS, the Master Plan for the course, approved by the <br /> Council on November 8, 1993 represents a golf course and practice <br /> range that will be a challenging and enjoyable recreational <br /> experience expressly directed to a well-defined and research <br /> supported clientele and market base; and <br /> WHEREAS, the Task Force has recommended that the <br /> construction of the golf course and practice range be funded by <br /> the sale of a Gross Revenue Bond; and <br /> WHEREAS, the Task Force further recommends that the first <br /> two full years of course operations be subsidized with an inter- <br /> fund loan from City enterprise funds; and <br /> WHEREAS, the Task Force has requested that the City Council <br /> accept all Task Force recommendations and take formal action to <br /> proceed with implementation of all recommendations. <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council in and <br /> - - • . - - .111i - .. .
