'responsible for its proportionate share of outstanding <br />operating costs through the fiscal year in which it gives <br />notice of withdrawal. A withdrawing member shall have no <br />claim to assets of the Association including excess fees <br />or rents collected under paragraph 12. Upon the <br />withdrawal of all Member Departments, the land and <br />imorovements shall revert to the City of Fridley. <br />17. Dissolution. Upon unanimous approval by the Member <br />Departments, the dissolution of this Association may be <br />adopted, at which time the Building and Property shall <br />revert to the City of Fridley, and all other assets and <br />liabilities shall be divided among the remaining Member <br />Departments in proportion to the contribution of the <br />remaining Member Departments. <br />18. Amendment.
