A withdrawing member shall have no <br /> claim to assets of the Association including excess fees <br /> or rents collected under paragraph 12 . Upon the <br /> withdrawal of all Member Departments, the land and <br /> improvements shall revert to the City of Fridley. <br /> 17. Dissolution. Upon unanimous approval by the Member <br /> Departments, the dissolution of this Association may be <br /> adopted, at which time the Building and Property shall <br /> revert to the City of Fridley, and all other assets and <br /> liabilities shall be divided among the remaining Member <br /> Departments in proportion to the contribution of the <br /> remaining Member Departments . ' <br /> 18 . Amendment.
