Blaine, Mounds View and Spring Lake Park were <br /> considered as one entity in regards to this project. Orduno stated that <br /> $50, 000 had been set aside out of the bond issue for the training facilitil, <br /> Since that time Columbia Heights has opted out of the Joint Powers <br />
