Penalties and Remedies for Delinquent or Default in Paving <br /> Bills. Penalties and remedies for late payments or non-payment of billings shall be the <br /> same as those applicable to billings rendered for water and sanitary sewer service. <br /> SECTION X. Use of Revenues. Revenues received from charges shall be placed <br /> in the "surface water management utility account" and shall be used to finance <br /> it prove•• -- e -. e •- • ••- • • the-system. <br /> SECTION XI.
