RESOLUTION NO. 4239 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION OF INTENT OF THE CITY OF MOUNDS VIEW TO ORGANIZE THE <br /> COLLECTION OF SOLID WASTE AND RECYCLABLE ITEMS <br /> WHEREAS, the State of Minnesota will be requiring that <br /> municipalities of 5, 000 or more persons ensure that all house- <br /> holds and businesses either have solid waste collection services <br /> . - • - <br /> WHEREAS, the Environmental Quality Task Force has recom- <br /> mended that the City investigate its options with respect to <br /> standardizing refuse service and increasing citizen participation <br /> in recycling; and <br /> WHEREAS, the City of Mounds View held a public hearing on <br /> June 8, 1992, as required by Minnesota Statutes 115A.94, on the <br /> issue of whether the City should consider the implementation of <br /> organized collection of solid waste and recyclable materials; and <br /> WHEREAS, organized collection, as defined in Minnesota <br /> Statutes, means a system for collecting solid waste in which a <br /> specified collector, or a member of an organization of coll- <br /> ectors, is authorized to collect from a defined geographic <br /> service area or areas some or all of the solid waste that is <br /> released by generators for collection; and <br /> WHEREAS, the primary purposes of organized collection are to <br /> (1) prevent overlap of collection service areas, (2) facilitate <br /> solid waste management tools such as mandatory refuse collection, <br /> (3) reduce the number of trucks operating in a given street to <br /> make the system more efficient, (4) improve recycling partici- <br /> pation by standardizing the separation methods and materials <br /> collected by the hauler(s) , and (5) reduce litter and illegal <br /> dumping of materials which must, by law, be separated from the <br /> solid waste stream; and <br /> WHEREAS, the City has the following goals, compatible with <br /> those of organized collection, for its garbage and recycling <br /> system: (1) standardization of garbage and recycling services; <br /> (2) improvement of recycling participation; (3) reduction of <br /> street wear, air pollution and noise pollution, caused to a <br /> certain extent by multiple garbage trucks operating on the same <br /> streets; (4) reporting of timely and accurate data regarding <br /> garbage and recycling to County and State offices; and (5) <br /> compliance with all applicable State laws regarding garbage and <br /> recycling, including MS115A. 941. <br />
