Samantha Orduno, City Administrator, reviewed Staff Report No. <br /> 92-334C regarding the transfer of ownership of the North Central <br /> Cable Communications Corporation. Orduno stated that the attached <br /> resolution must adopt to give formal approval of the proposed <br /> transfer of ownership of North Central Cable Communications <br /> Corporation to Meredith/New Heritage Strategic Partners. The <br /> transfer of ownership has been approved by the North Suburban Cable <br /> Commission and is now dependent upon the approval of all participating <br /> cities. Orduno stated that also attached to this resolution is the <br /> Commission's Attorney's opinion on the sale. Samantha Orduno, City Administrator reviewed Staff Report No. <br /> 92-335C regarding the setting of a public hearing for August 24, <br /> 1992 at 7:05 to consider an ordinance approving an electrical <br /> energy franchise agreement with Northern States Power. Orduno <br /> stated that last-fall-the City Council held a public hearing and <br /> considered an ordinance which would establish a franchise fee of up <br /> to 4% on Northern States Power's gross operating gas and electric <br /> revenues as permitted under the Franchise Agreement with NSP. A major <br /> concern of the residents and Council was that NSP would hold the funds <br /> collected for one year. The City under this franchise agreement would <br /> receive the funds monthly. <br /> The provision of the franchise allowed for NSP to collect and <br /> retain the fee for a full year before paying the City. This <br /> provision was a major issue of concern to residents who attended <br /> the public hearing and members of the Council. Council directed <br /> staff to pursue a new franchise agreement which NSP which would <br /> provided for monthly payments of the franchise fees. All new <br />
