A number of residents have <br /> requested an extension to this deadline. Their concern is that <br /> they feel they can not afford to hook up at this time. Some have <br /> also requested that they be allowed to place the cost for hooking <br /> up on their property taxes. <br /> At the work session on August 3 , 1992, Council indicated that the <br /> prospect of "ordering" properties to hook up under state statute <br /> 412.221 was likely. To accommodate the residents who wish to <br /> place the cost on their taxes, a special assessment hearing would <br /> be needed. Since there is a 60 day time period after the hearing <br /> before construction can occur; and since this would push con- <br /> struction into October or November, the deadline for connection <br /> to water and/or sewer should be extended to June 1, 1993 . <br /> Staff is recommending that the Council simply "stay" enforcement <br /> of the connection requirement until June 1, 1993 . Staff will <br /> begin the work necessary to establish special assessments for <br /> connections and complete the hearing and assessment role over the <br /> winter. Construction would likely occur in early May of 1993. <br /> c <br /> Ric inetor <br /> City Engineer/Director of Public Works <br /> j3ECOMMENDATION: <br /> Staff recommends that the City Council suspend enforcement of the <br /> mandatory connection requirement of Chapters 70 and 71 of the <br /> Municipal Code until after June 1, 1993 . <br />
