ds View City Council Page Thirteen <br /> lar Meeting August 24, 1992 <br /> Mayor Linke stated that another application could be brought in. <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> B. Council directed staff to obtain a quote from Short-Elliott- <br /> Hendrickson to research and recommend as to the feasibility <br /> of an 18 hole golf course rather than a 9 hole golf course. <br /> An investigation analysis would involve review of maps, <br /> field review and identification of wetland boundaries and a <br /> financialana pis--The cost would he $4_,-500 to be charged <br /> to the Golf Course Development Fund <br /> Councilmember Rickaby stated that this is just another effort to change <br /> existing wetland boundaries on the Watson properties. Rickaby stated <br /> that she is against bringing wetland boundaries in to meet City <br /> purposes. <br /> Mayor Linke stated that this is an investigation to see if there is any <br /> wetland on the property. <br /> Councilmember Quick stated that a portion of the land is wetland -- <br /> • but he didn't know if it was high or low quality. Councilmember <br /> Quick found Councilmember Rickaby's comment insulting. Quick stated <br /> that it is just another assumption that the intent of this Council is <br /> to dump every wetland in the City. Councilmember Quick further stated <br /> that the indication from the survey is that the residents of the want <br /> the City to own a golf course and want the City to operate it and use <br /> profits in whatever way the City sees fit. <br /> MOTION Quick moved to direct staff to negotiate a contract with <br /> Short-Elliott-Hendrickson not to exceed $4,500 to do a investigational <br /> analysis on the Watson property. SECONDED BY Councilmember Wuori. <br /> It was asked what the golf course had in the account. There is, <br /> approximately $60, 000 in that account. <br /> Councilmember Quick stated that he is a member of the Golf Course <br /> Task Force. Quick stated that it is important to have this <br /> information. Short-Elliott-Hendrickson is well known in their <br /> ability to delineate wetlands and let the City know what can and <br /> can't be done. SEH is familiar with the federal, state and wetland <br /> ordinances. The City is not going to go in and dump, fill and rape <br /> the wetlands. That is a fabrication. The City could not go in and <br /> buy the wetlands for $90, 000 per acre. It would bust the budget. <br /> Councilmember Rickaby stated that no one is accusing the City of <br /> raping, dumping or filling the wetlands. Those are the words of <br /> Councilmember Quick. Rickaby stated that the City does attempt to <br /> change boundaries. <br />
