Mounds View City Council Page Four <br /> Regular Meeting August 24, 199 <br /> 411 <br /> Mr. Foss sited some statistics regarding certain cities not using hardwoods. <br /> from the rain forest and why. <br /> Mayor Linke stated that the City of Mounds View does use recycled material, <br /> when possible. The City's letterhead and envelopes as well as copy paper <br /> are recycled products. <br /> Bill Frits asked about the pipe being installed on Long Lake Road and to is <br /> safety for the environment. Mr. Frits stated that NSP is running gas line <br /> (plastic) on Long Lake Road and leaving the old, large steel line in place <br /> and it will not be removed. Mr. Frits wanted to know how this would affect <br /> the environment. <br /> Dave Schwartz, NSP representative, stated that the old lines are generally <br /> always left in place. These are steel lines and all they do is rust. <br /> Pat Rickaby, Councilmember, stated that perhaps Joe Foss's suggestions were <br /> not practical for application to this document, but it is the right of <br /> citizens to make their views known. Pat stated that the City has an <br /> Environmental Quality Task Force and perhaps Mr. Foss would be interested in <br /> joining that group. It is important to gather more people to do things for <br /> the environment. <br /> Mayor Linke asked that if Mr. Foss is interested he should fill out an <br /> application. <br /> Bill Frits stated he was on that task force once buy he quit receiving <br /> information and notification of their meetings. <br /> Mayor Linke closed the public hearing at 7:34 p.m. <br /> MOTION/SECOND: Wuori/Blanchard to waive the actual reading, <br /> introduce Ordinance No. 517 Approving the Electric Energy Franchise <br /> Agreement with Northern States Power and approve the date for <br /> consideration of approval as September 14, 1992. <br /> Councilmember Rickaby asked if this ordinance is for the franchise <br /> agreement and another ordinance would establish the fee. <br /> Jim Thomson, City Attorney, stated that Ordinance 517 pertains to <br /> the electric franchise, Ordinance 518 to the gas franchise and <br /> and Ordinance 519 to establish a fee if the Council so chooses. <br /> Mayor Linke stated that Ordinance 519 sets maximum fee of 4%. <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> Mayor Linke opened the public hearing at 7:37 p.m. to consider a Gas Energy <br /> Franchise with Northern States Power.
