Mounds View City Council Page Nine <br /> alar Meeting September 14, 1992 <br /> MOTION Councilmember Quick moved to table this item. <br /> Motion failed due to lack of a second. <br /> Councilmember Quick asked if there is any other mechanism that could <br /> be used to fund recycling. <br /> Oman stated that perhaps through licensing fees, but that the <br /> Environmental Quality Task Force couldn't find any other good way. <br /> Councilmember Quick expounded on this subject by stating that there <br /> were - - - - • _ - s in the City. Quick also stated that <br /> not all of these haulers are large businesses. Quick suggested that <br /> perhaps by increasing the licensing fees to the haulers, recycling <br /> costs could be offset. <br /> Kent Harrell, Waste Management of Blaine, stated they would like to <br /> stay with the open hauling system and would like to continue providing <br /> recycling services to the residents. The residents' costs would be <br /> reflected in their bill. <br /> Harrell further stated recycling diverts materials from waste <br /> collection, but it keeps the tipping fee lower. Harrell's company <br /> has just added mixed mail to their list of recyclables collected. <br /> • Mayor Linke stated that single recycling collection would increase <br /> tonnage, but the City has to educate the people on how to recycle. <br /> VOTE: 1 aye 4 nays Motion Fails <br /> LINKE/OUICK: to continue with existing system on <br /> garbage and recycling but make a more conscientious effort on <br /> education with garbage haulers helping the City to increase the <br /> amount of recyclables. <br /> Councilmember Blanchard questioned if all the work that was done by <br /> the EQTF was for nothing. <br /> • <br /> Mayor Linke stated the without the information given by the EQTF <br /> he would have not been able to make his decision. The Environmental <br /> Quality Task Force did a very good job and should be commended. <br /> Richard Oman stated recycling is very important to him and that is why <br /> he is willing to pay for it and the residents should be willing to <br /> also. <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> B.
