The Council received a copy of this <br /> recommendation with their packet for the September 8, 1992 Work Session. <br /> Following the presentation, the Council's options for action include: <br /> 1. Leave the garbage and recycling systems as they currently exist. Residents would choose their <br /> own hauler and haulers would continue to provide recycling. <br /> 2. Separate the garbage and recycling systems. A contract with a recycling company would be <br /> established and that company would provide weekly service to the entire city. Funding for the <br /> recycling pick-ups could be collected either through a city recycling fee collected with property <br /> taxes or through a city recycling utility. Residents would continue to contract individually for <br /> garbage pick-up, but haulers would be required to collect on the same day that recycling is <br /> collected. This is the option favored by the Environmental Quality Task Force. <br /> I <br /> 3. Continue with the State-mandated process for the establishment of Organized Collection of both <br /> garbage and recycling. If the Council wishes to proceed toward a Single Hauler or Consortium <br /> Hauling arrangement, the city now has 90 days in which to "discuss possible collection <br /> arrangements with all licensed collectors operating in the city who have expressed interest". <br /> It should be noted that if the City wishes to have a recycling fee collected with the 1993 property taxes, a <br /> motion must be passed at this meeting which "authorizes the Mayor and Clerk-Administrator to enter into <br /> an agreement with Ramsey County to collect solid waste management costs through a service charge on <br /> property taxes". This motion would not require that the City sign the agreement or bind the City to any <br /> particular amount of tax. It would simply allow the County to begin necessary paperwork.
