ORDINANCE NO. 516 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> AN ORDINANCE AMENDING THE MOUNDS VIEW MUNICIPAL CODE BY AMENDING <br /> CHAPTER 104 ENTITLED "GARBAGE AND RUBBISH" <br /> The Council of the City of Mounds View does hereby ordain: <br /> SECTION I. Chapter 104, Garbage and Rubbish, is hereby <br /> 104 . 02 Failure to Diopose of Carbagc and Rubbish. It <br /> manner. Failure or refusal to make provision for and secure such <br /> disposal at his or their expense or with the written approval of <br /> thc property owner where it is being disposed, shall be subject to <br /> thc penalties imposed in 104 . 10. Persons desiring to make use of <br /> thc services of a licensed hauler may do so by notifying one of <br /> and adding the following: <br /> 104. 02 Garbage and Rubbish Collection Service Required. <br /> Subdivision 1. Unless otherwise exempt pursuant to <br /> Chapter 104 . 02 subd. 2, each Residence, Multiple Dwelling, <br /> Commercial Establishment, and Mobile Home Park in the City shall <br /> contract with a hauler licensed by the city for the collection of <br /> garbage and rubbish. <br /> Subdivision 2 . A household or business may be exempted <br /> from the requirements of subdivision 1 upon demonstrating to the <br /> satisfaction of the City that an environmentally-sound-aiternatIve <br /> _ - .- e. . A••lication for an <br /> exemption will be made on a form provided by the city. The <br /> application shall be reviewed by the Clerk-Administrator, who shall <br /> approve or deny that application and shall notify the applicant in <br /> writing of the decision. Any applicant aggrieved by the decision <br /> of the Clerk-Administrator may appeal that decision to the City <br /> Council within 10 days of the date of the written notice. The City <br /> Council shall hear the appeal at its next regularly scheduled <br /> meeting. <br /> Subdivision 3 . Every day that a person, firm, or <br /> corporation fails to engage a hauler as required herein shall <br /> constitute a new violation of this code and shall be subject to the <br /> penalties imposed in 104 . 10.
