• <br /> Mounds View City Council _______— Page Eight <br /> Regular Meeting _ _ October 13, 19• <br /> Councilmember Blanchard stated that the Planning Commission had gone <br /> over this request and turned it down because it is not in conformance <br /> with the City Code. <br /> Councilmember Rickaby stated that from the City's perspective perhaps <br /> the appearance of the shopping center is more important than the size <br /> of the signage. If all of the tenants are in agreement and more <br /> shoppers would be attracted to the center, the signage should not be <br /> the City's concern. Rickaby stated that the Code should be adjusted if <br /> sign size is too much of a barrier for allowing signage that would <br /> bring adequate business to the shopping center. <br /> Mayor Linke stated his concurrence with Councilmember Rickaby. <br /> Councilmember Blanchard stated that the Planning Commission was <br /> concerned because they are to interpret the Code as written. Blanchard <br /> stated that until the Code is changed the signage shouldn't be allowed. <br /> Councilmember Wuori stated that if the City wants the business <br /> community to bring business into the City it needs to have the same <br /> type of image as other shopping centers and perhaps it is time to <br /> update the sign code. Wuori stated some concern with the wrap around <br /> illuminated sign on the west side because the homeowners on that side <br /> will have to deal with more light. • <br /> Councilmember Blanchard moved to deny the sign area variance request by <br /> Paster Enterprises for the property located at 2577 Highway 10 <br /> Motion failed due to lack of a second. <br /> MOTION/SECOND: Rickaby/Wuori to approve Resolution No. 4290 <br /> Approving the Sign Area Variance Request by Paster Enterprises for <br /> the Property Located at 2577 Highway 10 <br /> VOTE: 4 ayes 1 nay Motion Carried <br /> B. MOTION/SECOND: Rickaby/Linke to approve Resolution No. 4292 <br /> Approving the Sign Area Variance Request by Paster Enterprises for the <br /> Property Located at 2541 Highway 10 <br /> VOTE: 4 ayes 1 nay Motion Carried <br /> C. Samantha Orduno, City Administrator, reviewed the gas and electric <br /> franchise agreements by stating that the two franchise agreements are <br /> basically very similar to the existing franchise agreements but allow <br /> the City more control in regards to performance stipulations both for <br /> the City and NSP in regards to the use of public ground, relocation of <br /> facilities and required permit procedures.
