The City went to NSP and negotiated to have <br /> the fee collected monthly and paid monthly to the City. <br /> Councilmember Rickaby stated that a young man had attended a past <br /> Council meeting and was concerned with the City's franchise fee <br /> because he thought more environmental issues should be written <br /> into it. He then stated that he supported the franchise fee <br /> because it would discourage high end users. The <br /> options were read and reviewed by Mayor Linke. <br /> Charles Miller stated that if Perot gave us a check for $155,000 <br /> the City would still be affected by State cuts in June. <br /> Mayor Linke stated if the City received cuts in HACA or LGA the <br /> City would be $100K short; The City would then have to look into <br /> budget <br /> reserves. Mayor Linke stated that the property tax increase should <br /> • <br /> have been 10 or 11%. <br /> Charles Miller stated that the increase should be put on property tax <br />
