The jurisdiction of the Council may well include a larger geographic area. <br /> Effective Transportation <br /> • In the year 2015, the transportation system moves people within the region and to the state, <br /> nation and world efficiently, cost-effectively and safely. The transportation system is <br /> developed in ways that preserve the integrity of the environment, allow for economic growth <br /> and development, and support other regional goals. <br /> • The region has a highway, rail, and waterway system that moves goods in and out of the <br /> region efficiently and effectively. <br /> • Transit is the preferred choice over the single-occupant automobile for many more people. <br /> An adequately funded and improved transit system makes buses or light rail transit, <br /> paratransit and ridesharing more attractive for all users. With improved safety, comfort and <br /> convenience of riders and drivers, the transit system increases the people-carrying capacity of <br /> the transportation system as much as possible, serves the needs of transit-dependent and <br /> disabled people, supplements the metropolitan highway system, maintains and enhances the <br /> economic vitality of the central cities and allows for intensified development in other <br /> economic centers. The system meets the needs of all commuters. <br /> • The region has an air transportation system with the capability to meet the reasonable <br /> expectations of businesses and people in Minnesota and the Upper Midwest for air <br /> connections to the nation and the world. <br /> The region's major airport enjoys the presence of "home base" commercial airline facilities, <br /> international hubbing and a competitive airline market, with the sizable presence of several <br /> national commercial airlines. Direct passenger and air freight services are available to the <br /> world's major cities. <br /> Leading-Edge Telecommunications <br /> • In the year 2015, the region has "leading-edge" telecommunications services readily available <br /> to all businesses and homes. <br /> High-capacity telecommunications transmission facilities and networks move information <br /> within the region and state, and to national and worldwide dominations. — - - <br /> The region's telecommunications infrastructure gives businesses a competitive advantage in <br /> producing and selling products and services to the nation and the world. In addition, <br /> telecommunications connects people to the library and other information resources they <br /> need to learn, work effectively, make decisions, and enjoy the richness of the arts and culture <br /> of the region and the world. <br /> • Telecommunications infrastructure is considered as fundamental to the effective functioning <br /> of the region as are roads, sewers and parks. <br /> • The region has the telecommunications it needs to reach its social, educational, quality of life <br /> and economic goals. <br /> 3 <br />
