DEPARTMENTAL BUDGET NARRATIVE <br /> FUND: General <br /> DEPARTMENT: City Council <br /> DEPARTMENTAL OBJECTIVE <br /> The City Council Budget funds the actvities of the Mayor and City Council the policy - <br /> making body of the City. <br /> DEPARTMENT ACTIVITIES <br /> The Department includes the elected positions of Mayor and four Councilmembers. <br /> Activities of the City Council, besides setting policies and overseeing the City's <br /> administration, include: publication of legal notices, conducting City events and <br /> programs such as the Appreciation Dinner, Council/Staff Picnic and the Annual <br /> Council/Staff Goalsetting Session as well as participating in intergovernmental programs <br /> such as the Ramsey County League of Local Governments and the Western Ramsey <br /> County Cities Cooperative Coalition. <br /> DEPARTMENT GOALS <br /> Each year the Council and Staff participate in a Goalsettingfreambuilding Session. The <br /> purpose of the session is to conduct strategic planning for the future of the City. At the <br /> session, the vision of the City is examined in terms of services, activities, image, and <br /> development. From this vision, goals are developed for a one year to five year <br /> timeframe. Subsequent to the Goalsetting session, workplans are developed by staff to <br /> include the activity steps necessary to accomplish the desired goals. In May of 1991, the <br /> Council and Staff set the following goals for 1992 through 1996: <br /> • Remodel City-Hall <br /> * Create methods for upgrade and rehabilitation of the City's housing stock. <br /> * Develop and plan towards turning Highway 10 into a City Downtown Boulevard. <br /> * Develop a financial plan of self sufficiency in development of the City. <br /> * Improve and expand the City's infrastructure. <br /> * Pursue the creation of a multi-use Community Center. <br />
