DEPARTMENTAL BUDGET NARRATIVE <br /> FUND: General <br /> DEPARTMENT: Advisory Commissions <br /> DEPARTMENT OBJECTIVE <br /> The Advisory Commission Budget provides funding for various City Commissions and <br /> Committees including the Planning Commission, the Parks and Recreation Commission, <br /> the Environmental Quality Task Force and the newly created Municipal Golf Course <br /> Task Force. <br /> DEPARTMENT ACTIVITIES <br /> The Planning Commission serves as an advisory commission to the City Council on all <br /> land planning matters and acts as the Board of Adjustment and Appeals when reviewing <br /> variance requests. <br /> The Parks and Recreation Commission serves as an advisory commission to the City <br /> Council on matters relating to the City's recreational and parkland matters by <br /> undertaking studies and investigations as directed by the City Council. <br /> The Environmental Quality Task Force serves as an Ad Hoc Task Force which is <br /> directed by the Council to conduct special research projects such as evaluating the City's <br /> Recycling Program. <br /> The Police Civil Service Commission, which consists of three members appointed by the <br /> City Council, provides complete oversight of the employment, promotion, discharge and <br /> suspension of all members of the Police Department. <br /> The Charter Commission studies and recommends City Charter changes to the City <br /> Council. This is a 15 member Commission appointed by the District Judge. <br /> -In 1992 the *Municipal-Golf-Course Task Force was created by the-City Council and- <br /> charged with assisting the Council and staff with the development of a municipal golf <br /> course in Mounds View. <br /> No staff members are assigned to this Department, although staff members do serve as <br /> Commission liaisons. <br /> DEPAR <br /> Goals for the Planning Commission include updating necessary regulatory codes as part <br /> of the 1992/1993 recodification of the City Code, and providing necessary regulatory <br /> procedures for the development of the Municipal Golf Course. <br />
