Development and redevelopment issues in the coming years will be directly affected by <br /> the trends in the real estate market. The availability of financing is also more limited <br /> now than it has been in recent years. There are few sites remaining in the City which <br /> can be developed. The redevelopment sites generally require work in areas of <br /> acquisition, relocation and site clearance. All of these factors are difficult by <br /> themselves, but in combination, they represent a dramatic concentration of time and <br /> money. <br /> Housing is also a major consideration for City efforts in the next five years. A decline <br /> in the quality and visual appearance of a City's housing stock is perhaps one of the <br /> leading indicators of a City in trouble. If we want to establish Mounds View as "quite <br /> simply the Best city in the northern suburbs" we must be prepared to take any and all <br /> steps which may be needed to maintain or improve the quality of our neighborhoods. <br /> B. Finance -The Finance Department, headed by the Finance Director, <br /> who also serves as Treasurer, coordinates the financial activities of <br /> the City. Currently, department activities include the following: <br /> 1. Oversee the financial planning activities of the City. <br /> a. Coordinate the preparation of the Long-Term Financial Plan. <br /> b. Direct and coordinate preparation of the annual budget with close <br /> involvement and input from the Department Heads and Clerk- <br /> Administrator. <br /> 2. Perform all City accounting and financial reporting activities. <br /> a) Prepare and control accounts payable. <br /> b) Receive and mans:- . • . - - I _ -S. <br /> c) Prepare and control payroll. <br /> d) Utility billing preparation and collection. <br /> 3. ,Prepare monthly financial reports, the annual financial statements, and <br /> assist auditors in the conduct of their annual audit of City financial <br /> records. <br /> �.
