Mounds View City Council Page Four <br /> Regular Meeting December 28, 1992 <br /> MOTION/SECOND: Linke/Blanchard to adopt gasoline station license <br /> renewals contingent upon the payment of the licensing fee from Fina <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> COUNCIL BUSINESS: <br /> A. Tim Cruikshank, Management Assistant, reviewed Staff Report <br /> No. 92-443C regarding the rejection of bids for telecommunication <br /> system for City Hall. Cruikshank reported that the City received <br /> five bids for telecommunication systems. The two lowest bids did <br /> not meet minimum specifications. The next lowest bid met all <br /> requirements but was $3,522 more than budgeted for this project. <br /> Cruikshank explained that the Council could reject all bids and <br /> reevaluate the bid specifications and rebid. <br /> Mayor Linke commented that the City should not have to reevaluate <br /> the bids and change specifications just to have the low bidders <br /> be able to meet the specifications set by the City. Linke stated <br /> that the Council had discussed the specifications approximately <br /> six months ago and the minimum needs were set with these specifica- <br /> tions. Mayor Linke stated that in his opinion rebidding will not <br /> change the numbers at all. The budget amount of $15, 000 was set a <br /> year ago and the low bid is $3 , 000 higher than budgeted, however, <br /> the $15, 000 was set with really nothing to go on. Mayor Linke <br /> stated that, in his opinion, the City should accept the lowest bid <br /> that met all the requirements and move forward with the project. <br /> Councilmember Rickaby asked what fund the additional $3 ,500 would <br /> come from. <br /> Mayor Linke stated this could come out of contingency. <br /> Samantha Orduno, City Administrator, stated that the City had made <br /> several capital purchases that were purchased for prices lower than <br /> expected and that-there was-$3 ,,522 left-in-the-capital-fund. <br /> Orduno explained that because the implementation of the phone system <br /> would be delayed until 1993 it would be necessary to amend the 1993 <br /> budget to allow monies set aside in the 1992 budget to be rolled over <br /> to the 1993 budget. Orduno stated that $3 , 522 could be taken from <br /> contingency and the already budgeted amount of $15, 000 could be rolled <br /> over to the 1993 budget for the telecommunications project. <br /> Councilmember Wuori commented that this approach made sense to her as <br /> the project entailed a great deal of staff time and would take more <br /> time to rewrite the specifications. Wuori concurred with Mayor Linke <br /> in that the City should accept the lowest bidder who met <br /> specifications. <br /> • <br />
