C. Police - The objective of the Police Department is to provide basic Police <br /> Service, preserve the peace, and protect the public by enforcing State and Local <br /> laws. <br /> In doing so, the Department's role is to enforce the law in a fair and impartial <br /> manner, recognizing both the statutory and judicial limitations of Police authority <br /> and the constitutional rights of all persons. <br /> Basic services provided by the Police Department include: <br /> a. Prevention of Crime <br /> Involving the community in programs such as Operation Identification and <br /> Block Watch. Instilling in the community a sense of concern for crime <br /> problems and law enforcement needs to help combat the problems. <br /> b. Deterrence of Crime <br /> Routine patrolling of the City streets, parks, and business areas reduces <br /> crime because criminals feel immediate apprehension would be imminent. <br /> In the course of routine patrol officers investigate behavior which <br /> reasonably appears to be criminally directed. <br /> c. Apprehension of Offenders <br /> Once a crime has been committed, it is the duty of the Department to <br /> initiate the Criminal Justice process by identifying and arresting the <br /> perpetrator, to obtain the necessary evidence, and to cooperate with other <br /> law enforcement agencies and the courts in the prosecution of the case. <br /> d. Recovery and Return of Property <br /> The Department makes every reasonable effort to recover lost or stolen <br /> property, to identify the owner(s), and to ensure its prompt return. <br /> e.
