Phase I represents a Five Step <br /> Compensation Plan in which the top salary step, Step 5, is equal to the mean <br /> of the Stanton Group Five Cities as published annually in the Twin Cities <br /> Metropolitan Area Salary Survey by the DCA Stanton Group. Phase II consists <br /> of the Annual Compensation Adjustment (formally referred to as the Cost-Of- <br /> Living Adjustment (COLA) .
