B. PROGRESS THROUGH THE STEP PLAN <br /> 1 . Advancement from the initial Step 1 shall occur at six <br /> months after employee's the date of hire and on the <br /> employee's anniversary date thereafter until the employee <br /> reaches Step 5, unless otherwise recommended by the <br /> City Administrator and approved by the City Council. <br /> 2. Advancement to each step shall occur only after a <br /> performance evaluation rated satisfactory or better has <br /> been conducted by an employee's supervisor and <br /> approved by the Department Head, City Administrator, <br /> and the City Council. <br /> 3. The City Administrator shall determine and make <br /> recommendations to the City Council at which step a <br /> a new employee shall begin on the Five Step Plan. The <br /> initial Step placement shall be based on experience and <br /> training. <br /> C. STEP 5 ANNUAL ADJUSTMENT <br /> 1 . The Stanton Mean for each position will be adjusted <br /> annually_lnorsl -_remain consistent with the fluctuations <br /> of the Stanton Group 5 Mean and to also remain <br /> consistent with each position's professional compensation <br /> comparison. <br /> 2. In July of each year, DCA Stanton publishes the current <br /> year's position salary ranges and position means. If, in <br /> -- - ------- <br /> July, it is indicated that the Stanton mean for a position 1s <br /> higher than originally projected at the end of the <br /> 3 <br />
