The proposed legislative district <br /> boundary now incorporates Mounds View into one legislative district, 52B. <br /> (See Exhibit 1) <br /> When the City was within the two legislative districts, 52A and 52B, the <br /> City was split into four voting precincts to accommodate the split in the <br /> house districts (See Exhibit 2) . <br /> Redistricting <br /> In 1991 federal and state mandates required redistricting based on the <br /> 1990 Census. The City of Mounds View is not affected by the redistricting <br /> mandate for the following reasons: <br /> 1) With the proposed legislative boundaries, Mounds View <br /> is now encapsulated in one legislative district, 52B, <br /> and <br /> 2) Mounds View's city officials are elected at large. There <br /> are no wards, and <br /> 3) Mounds View is all in School District 621, and <br /> 4) Mounds View is in one county district. <br /> The City of Mounds View, therefore, is not required by law to redistrict. <br /> However, at this time it would be a good idea to take a look at the City's <br /> precinct boundaries for other reasons. With the budget cuts, decreased <br /> revenues and the decrease in local government aid, I have completed some <br /> research and would like to propose to the Mayor and Council another option <br /> for reducing election expenditures without any negative impact to the <br /> election process . <br /> • <br /> ' ---41,V-Atet) <br /> RECOMMENDATION; Michele Sever on, Deputy Clerk <br /> Staff recommendation is to adopt the single polling place designation (see attached <br /> statute) for the April Presidential Primary and for the September and November elections <br /> consolidating the precinct boundaries from four to one creating one large precinct. <br />
