Revised as of 01-08-07 @9am

Item No: 08D
Meeting Date: January 8,2007
Type of Business: Council Business

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Kurt Ulrich, City Administrator
Item Title/Subject: Consideration of Resolution 7002, Accepting the
Resignation of Mr. David Schulte and Authorizing the
Re-Hire of the Position of Part-time Mounds View Cable
TV Assistant

Background:
On September 25, 2006 the City Council authorized staff to hire a part-time Cable TV
Assistant position in the Administration Department to fill a vacant position. The Cable TV
Assistant is a non-exempt, part-time, non-union position and would not exceed 20 hours per
week. Recently, the person hired for that position, Mr. David Schulte, tendered his
resignation and it is requested that this position be rehired as soon as possible. There is one
other assistant, Mr. Dave Olsen, currently working for the City.

Discussion:
Staff will advertise the opening on the City’s website, on the League of MN Cities website,
with the Mounds View/New Brighton Bulletin and the Pioneer Press. Below is the 2007
salary schedule for the position:

Step One: $12.36/hr
Step Two: $13.13/hr
Step Three: $13.91/hr
Step Four: $14.68/hr
Step Five: $15.45/hr

The new employee would start at step one and progress to step two in six months from date
of hire. The candidates would progress through the steps in accordance with the Mounds
View Personnel Manual. This will be a non-union, non-exempt position.

The Cable staffing is currently short-handed due to the vacancy of the
Communications/Cable Coordinator’s position that is currently being reviewed and will be
discussed at the February Council work session. The part-time assistant position is at a
lower pay/skill level and flexible in the number of hours assigned to it and, consequently,
would be able to work with either a part-time or full-time Communications/Cable Coordinator
position. If the City Council is in agreement with re-hiring of the part-time Cable TV
Assistant/Technician, then Staff will start the process of hiring. Here is the proposed hiring
schedule:

Advertising: Star Tribune or Pioneer Press: January 14th edition
(Sunday)
Bulletin: January 17th edition
Post on LMC and City Website: January 10th
