<br />Item No: 8D <br />Meeting Date: Feb 26, 2007 <br />Type of Business: Consent <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Resolution Authorizing Publication of a Summary of <br />Ordinance 784, an Emergency Ordinance which <br />established a Moratorium on the Construction or <br />Expansion of any Moving, Flashing, Animated, <br />Electronic or otherwise Non-Static Signs in any Zoning <br />District <br /> <br />Introduction: <br /> <br />The City Council adopted Emergency Ordinance 784 on February 12, 2007 but did not <br />provide explicit direction to publish a summary of said ordinance in the official City <br />newspaper in lieu of the entirety of the ordinance. Resolution 7024 provides such <br />authorization. <br /> <br /> <br />Discussion: <br /> <br />Section 3.07 of the Mounds View City Charter provides the authority to publish ordinance <br />summaries in lieu of the full text of an ordinance, but only upon a 4/5ths vote of the City <br />Council. Attached please find the summary for the recently adopted Ordinance 784, an <br />emergency ordinance establishing a one year moratorium on the installation, erection, <br />construction, replacement, modification or improvement of static or changing electronic, <br />digital, video, display signs or billboards and flashing, motion, animated, changeable copy <br />and illuminated signs in all zoning districts. <br /> <br /> <br />Recommendation: <br /> <br />Staff recommends approval of Resolution 7024 which provides direction to staff to publish <br />the summary for Ordinance 784 in lieu of the full ordinance in the official City newspaper. <br /> <br /> <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />Community Development Director <br /> <br />
