Item No: 07D Meeting Date: March 12, 2007 Type of Business: CB City Administrator Review: _____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Nyle Zikmund, Fire Department Chief Item Title/Subject: Resolution 7039 A Resolution Approving the SBM Fire Department, in Cooperation with the Coon Rapids and Fridley Fire Departments in Submitting a Proposal to the State of Minnesota Department of Public Safety to Continue in the Role as one of the Chemical Assessment Teams State Regional Hazardous Materials Response Teams As a result of a study in the late 1980’s on the need for a statewide hazardous materials emergency response system, the current regional response system was developed. The first contracts were awarded in 1995 to 10 Chemical Assessment Teams (CAT’s) and 4 Emergency Response Teams (ERT’s). Teams have designated response areas and are activated when the State Duty Officer receives a request for assistance from the local authorities. The Spring Lake Park – Blaine – Mounds View Fire Dept. joined forces with Coon Rapids and Fridley fire departments in submitting a proposal and jointly we were awarded a contract as one of the initial CAT’s under the name of North Metro Chemical Assessment Team. All three fire departments provided members to staff the team and house the equipment in their stations on a rotating basis. The state provided approximately $250,000 of equipment to the team initially and $40,000 annually for training and other costs. The equipment is available to all three fire departments for emergency response and training in their jurisdictions. Having the equipment close at hand along with highly trained members of the team is a benefit to the citizens we serve. The state now provides $45,000 annually and has equipped the teams with a new truck and trailer approximately worth $1,000,000.
