Resolution 7014, Ordering the 2007-2008 Street and Utility 1 <br /> Improvement Project and Authorizing the Preparation of Plans and 2 <br /> Specifications 3 <br /> 4 <br />MOTION/SECOND: Mueller/Flaherty. To Waive the Reading and Postpone Indefinitely 5 <br />Resolution 7014 Ordering the 2007-2008 Street and Utility Improvement Project and 6 <br />Authorizing the Preparation of Plans and Specifications. 7 <br /> 8 <br />Council Member Stigney asked whether this should be postponed. 9 <br /> 10 <br />Mayor Marty said that he would be hopeful to receive a petition, but he is not optimistic, so he 11 <br />would recommend denial and, if that does happen, then Staff can draft a new Resolution. 12 <br /> 13 <br />Council Member Flaherty asked whether there is a time limit on a counter petition. 14 <br /> 15 <br />City Administrator Ulrich indicated that there is no time limit for a counter petition, but there is 16 <br />the issue of when the public hearing was held on December 11, 2006, and there is one year to 17 <br />order the project. 18 <br /> 19 <br />Council Member Mueller indicated that she would vote to table if there is a time and cost savings 20 <br />to the City, but she understood that the Charter has to take a direct action to deny the project. 21 <br /> 22 <br />City Administrator Ulrich read the language from the Charter on counter petitions for the 23 <br />improvement. 24 <br /> 25 <br />Council Member Flaherty said that he would prefer to finalize this Resolution and do a new one 26 <br />if necessary. 27 <br /> 28 <br />Council and Staff discussed tabling and postponing and agreed to postpone. 29 <br /> 30 <br />Council Member Stigney suggested postponing indefinitely. 31 <br /> 32 <br />Council Member Mueller amended her motion to postpone indefinitely. 33 <br /> 34 <br /> Ayes – 5 Nays – 0 Motion carried. 35 <br /> 36 <br /> F. Resolution 7019, a Resolution Establishing a One Year Moratorium on the 37 <br /> Installation, Erection, Construction, Replacement, Modification or 38 <br /> Improvement of Static or Changing Electronic, Digital, Video, Display Signs 39 <br /> or Billboards, and Flashing, Motion, Animated, Changeable Copy and 40 <br /> Illuminated Signs in all Zoning Districts 41 <br /> 42 <br />Community Development Director Ericson explained that the City Attorney had recommended a 43 <br />moratorium to allow time for the City to research and amend its Code to protect the City in light 44 <br />of changing technology in the sign industry. 45
