Explanation/Summary (attach supplement sheets as necessary.) SUMMARY; I have negotiated with 2 firms to provide easement acquisition servic- es for the Long Lake Road Reconstruction Project, North Star Land Services and Evergreen Land Services. Both firms indicated that they would work on a per hour cost with a fee not to exceed limit. North Star indicated their fees would be based on $27 .50 per hour for a Right of Way Agent and $37. 50 per hour for a principle Right of Way Agent. Evergreen listed Right of Way Agents at $35. 00 per hour and clerical costs at $21.00 per hour. Both firms indicated they would use independent appraisers for appraisal work and that the appraisal costs would be approximately $12,000. There are 122 temporary easements and 23 permanent easements to be acquired. Evergreen estimated 916 hours for right of way agents and 40 hours of clerical time. They felt that this is probably a conservative estimate, and felt that the total cost, including appraisals, should not exceed $45,000. North Star estimated 475 hours of right of way agent's time and 100 hours of the principle right of way agent's time. They also figured $1 ,500 in expenses. The total estimated cost for North Star, including appraisals was $32,000. The main difference between the cost estimates is the number of hours estimated for obtaining easements. North Star has done some work for Washington and Chisago counties and for a number of private clients: Evergreen has done work for Blaine, Roseville, Woodbury, and Brooklyn Center and a number of other clients over the years. Evergreen seems much more familiar with the State Aid Rules. The City is using State Aid funds on this project and it is necessary to follow the rules explicitly in order to receive reimbursement. For this reason I believe they are more qualified for this project.
