Both firms indicated that they <br /> would work on a per hour cost with a fee not to exceed limit. North <br /> Star indicated their fees would be based on $27 .50 per hour for a <br /> Right of Way Agent and $37. 50 per hour for a principle Right of Way <br /> Agent. Evergreen listed Right of Way Agents at $35. 00 per hour and <br /> clerical costs at $21.00 per hour. Both firms indicated they would use <br /> independent appraisers for appraisal work and that the appraisal costs <br /> would be approximately $12,000. <br /> There are 122 temporary easements and 23 permanent easements to be <br /> acquired. Evergreen estimated 916 hours for right of way agents and 40 <br /> hours of clerical time. They felt that this is probably a conservative <br /> estimate, and felt that the total cost, including appraisals, should <br /> not exceed $45,000. North Star estimated 475 hours of right of way <br /> agent's time and 100 hours of the principle right of way agent's time. <br /> They also figured $1 ,500 in expenses. The total estimated cost for <br /> North Star, including appraisals was $32,000. <br /> The main difference between the cost estimates is the number of hours <br /> estimated for obtaining easements. North Star Land Services has been <br /> in business for 2 years and t e o - • •f—way <br /> busina-ss or 23 years—EvergreEn Land Servi es- has _been in business <br /> for 20 years and the president has over 30 years experience in right <br /> of way acquisitions. North Star has done some work for Washington and <br /> Chisago counties and for a number of private clients: Evergreen has <br /> done work for Blaine, Roseville, Woodbury, and Brooklyn Center and a <br /> number of other clients over the years. <br /> Evergreen seems much more familiar with the State Aid Rules. The City <br /> is using State Aid funds on this project and it is necessary to follow <br /> the rules explicitly in order to receive reimbursement. For this <br /> reason I believe they are more qualified for this project. <br /> Ric Minetor <br /> City Engineer/Director of Public Works <br /> RECOMMENDATION: <br /> Staff recommends that Council authorize the Mayor and Clerk- <br /> Administrator to contract with Evergreen Land Services for acquisition <br /> of easements, costs to be charged to Account No. 100-4260-705. <br />
