REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 6•
OMfD
STAFF REPORT Report Number: 92-18 5ws
EWMARCH 2, 1992 Report Date: 2-27-92
AGENDA SESSION DATE
DISPOSITION
Item Description: MANDATORY WATER/SEWER HOOK—UPS — CONCERNS OF RESIDENTS
Administrator's Review/Recommendation:
- No comments to supplement this report
- Comments attached.
Explanation/Summary (attach supplement sheets as necessary.)
SUMMARY;
Staff sent letters to all residents that need to connect to either water or
sewer in accordance with State and City requirements. A number of residents
have called to express their concern with the cost involved in hooking up to
City systems . There also is concern from a couple of residents that their
own well is adequate and they feel that the City should not require that
they hook up unless the well is found to be defective.
I told these residents that I would forward their concerns to the Council.
The issue of mandatory water hook ups is a Council decision, while the sewer
hook ups is a matter of state statute. The council could authorize staff to
set up a City Improvement project to make the hook ups . This would then
place the costs onto the residents taxes. The benefit is that they would not
need to use their savings or take out a loan. The down side is that the
total cost to the resident is likely to increase compared to the residents
contracting the work themselves .
Staff is requesting Council direction in this matter.
Ric Mjneto -ctor of Public Works
RECOMMENDATION;
