Oman, EQTF - February 28, 1992 <br /> 1 <br /> SINGLE HAULER SYSTEM - MSW/RECYCLABLES <br /> A view on the advantages of a single hauler system for the <br /> collection of municipal solid waste and recyclables in the City of <br /> positive advantages for a single hauler system can be summed up in <br /> the words : efficiency and streamlining. <br /> 1 . The reduction in truck traffic will make our streets safer and <br /> quieter, and will save fuel while reducing pollution. This is <br /> true in our city and on the highways . <br /> 2 . The creation of a contract will allow the city to exercise <br /> more direct control regarding performance and accountability. <br /> 3 . The ability to improve service and especially recycling will <br /> be greatly enhanced. <br /> III <br /> While a single hauler contract could take many forms, the following <br /> points should be considered. <br /> A. Cost should not be expected to increase. Neighboring <br /> communities with a single hauler contract have among the <br /> lowest rates . <br /> B . Improvements in recycling could be immediate. For instance, <br /> mixed paper and telephone books could easily be picked up and <br /> recycled. Also, corrugated cardboard could readily be recycled <br /> by a hauler who could bundle and stockpile . Why should a <br /> homeowner be forced to sto-ckpile and then make individual <br /> trips to recycle these and other items . <br /> C . A framework could be created which would allow the city to <br /> administer the contract and perform billing ( as a utility) . <br /> Obviously this should cut cost for the hauler, but could also <br /> provide a revenue source for the city which could then be used <br /> for education on reduction, reusing, and recycling. This would <br /> d-o-v e-t a l -nicely- -with t-he- county funding -o-f- -a -r-e-c-y-el n-g <br /> coordinator. <br /> Dumping fees, landfilling, incineration, paper gluts, etc. , are all <br /> 410 issues that are not going to go away. In fact, new problems appear <br /> all too regularly, and a long term view with the idea of taking <br /> responsibility for our actions is the prudent choice . <br />
