He then said that the Charter language does 2 <br />not allow for any compromise at this time. 3 <br /> 4 <br />Council Member Mueller indicated that the City is going to look at this in terms of what the 5 <br />infrastructure needs are and will move forward. 6 <br /> 7 <br />Council Member Flaherty said that when street projects first came up the Council did look at just 8 <br />redoing what exists but the bottom line is that nobody does that anymore because it is 1960’s 9 <br />technology and it does not exist anymore unless you want to pay for it. 10 <br /> 11 <br />Ella Shavonovic said that residents wished that they did not have to sign against the whole 12 <br />project just to stop portions of the project. She then said that if curbs were removed from the 13 <br />project she would not have been able to obtain the number of signatures required for her petition. 14 <br /> 15 <br />6. SPECIAL ORDER OF BUISNESS 16 <br /> 17 <br />None. 18 <br /> 19 <br />7. COUNCIL BUSINESS 20 <br /> 21 <br /> A. Report on Alternate Wellness 22 <br /> 23 <br />Assistant to the Administrator Crane explained that Staff reviewed the Zoning Code as the City 24 <br />has had a request for an alternate wellness center. Staff feels that this could be a permitted use 25 <br />but alternative health businesses are not defined in the Zoning Code. She then said that the City 26 <br />Attorney recommends defining health and beauty services to include language on alternative 27 <br />wellness. 28 <br /> 29 <br />Assistant to the Administrator Crane said that there is a hypnosis and healing center that operates 30 <br />in a B4 Zoning District. Staff is seeking direction from the City Council on how to proceed with 31 <br />this matter. 32 <br /> 33 <br />City Administrator Ulrich indicated that Staff is looking at this as a Zoning Code issue to allow it 34 <br />under health and beauty services and noted that no other cities regulate this type of business so it 35 <br />would be in the best interest of the City not to do so either. He then said that the definition 36 <br />would be clear to make sure that alternate wellness does not include massage or touching of the 37 <br />body, which would be regulated. 38 <br /> 39 <br />Acting Mayor Stigney asked the City Attorney whether the City needs more information or 40 <br />should proceed. 41 <br /> 42 <br />City Attorney Riggs said that would be up to the Council and Council could agree not to allow it 43 <br />as the Zoning Code does not allow it. He then said that the Staff recommendation would be to 44 <br />provide a definition to make it an allowed use under the Zoning Code. 45
