In most cases, seal coating is done on roadways with low to moderate traffic <br />volumes (up to several thousand vehicles per day). This is due to the increased <br />chance of windshield damage to vehicles during and immediately after <br />construction as traffic volume and speed limits increase. Roadways to be seal <br />coated should also be in relatively good condition. This means that there should <br />be little, if any, load related distress such as alligator cracking, rutting and <br />potholes. If these conditions exist, the road should not be sealed unless it is <br />repaired first. <br /> <br /> <br /> <br />Discussion: <br /> <br />Preliminary Report - The first step in a public improvement process is the <br />preparation of a preliminary engineering report. It is recommended that the <br />preliminary report be ordered at this time to determine the need and feasibility, <br />both physical and economic, of providing the necessary public improvements. <br /> <br />Consultant Selection – There are several engineering consultants within the <br />City’s “consultant pool” from whom services could be obtained. Staff <br />recommends that the Council retain the services of the engineering firm of <br />Bonestroo, Rosene, Anderlik, and Associates (BRAA) to assist in the preparation <br />of the preliminary engineering report and other aspects of this project, as directed <br />by City Council. <br /> <br />The adopted 2007 budget has $180,000.00 allotted for this project in the <br />construction account of the Street Improvement Fund (account 285-4470-7050). <br />The budget also has $50,000.00 allotted in the Park Dedication Fund for <br />improvements to the Silver View Park parking lot.
