Discussion <br /> The EQTF discussed a number of goals in the decision making process. Not all <br /> of these goals were necessarily compatible but they were taken into <br /> consideration as the issue was discussed. <br /> Goal Process <br /> Increase recycling Education <br /> Increased participation <br /> Increased materials collected <br /> Provide incentive rewards <br /> Develop community spirit <br /> attitude <br /> Reduce total waste Education <br /> Reduce garbage hauling Reduce garbage truck traffic <br /> impact on local environment <br /> (truck pollution and road wear) <br /> Freedom of choice for citizens Allow multiple haulers to <br /> operate in the city <br /> Accountability for recycling Require reporting to city in <br /> and hauling ordinance to assure all <br /> citizens have a regular hauler. <br /> (Citizens could have a bag rate <br /> from a hauler that would allow <br /> them to leave out garbage only <br /> when they needed to,) <br /> Require haulers to show that <br /> recyclables are actually being <br /> recycled. <br /> Volume based rate structures Require a minimum of 3 can <br /> sizes as well as a bag rate. <br /> In the course of the discussion the subject of single hauler versus multiple <br /> hauler became an issue. It became a part of the recommendation made to <br /> the council. <br />
