Mounds View City Council April 9, 2007 <br />Regular Meeting Page 15 <br /> <br />expect for future seal coating projects. 1 <br /> 2 <br />Public Works Director Lee provided an explanation. 3 <br /> 4 <br />Council Member Stigney asked why, if the City knows which roads it wants to do, a consultant is 5 <br />necessary. He then asked why Staff cannot drive the roads and decide which ones should be seal 6 <br />coated rather than having BRAA study it. 7 <br /> 8 <br />Public Works Director Lee explained that the feasibility report for a seal coat project is very 9 <br />minimal and will consist of maybe five pages explaining what streets are being done, square 10 <br />yardage of the streets, and quantity and quality of material. 11 <br /> 12 <br />Council Member Stigney asked what the cost for preparation would be. 13 <br /> 14 <br />Public Works Director Lee indicated that it would be charged by the time that it takes. 15 <br /> 16 <br />Council Member Stigney asked why there is a need for this. 17 <br /> 18 <br />Public Works Director Lee said that they would put together the specifications for the project and 19 <br />determine the streets to do and what materials to use. He then said that it would not be cost 20 <br />effective to have Staff do it. 21 <br /> 22 <br />City Administrator Ulrich asked Staff for a cost not to exceed figure. 23 <br /> 24 <br />Public Works Director Lee indicated that Bonestroo would be paid for the amount of time that it 25 <br />takes to prepare the document. He then said that the consultant can do this much more efficiently 26 <br />than City Staff can do it. 27 <br /> 28 <br />Council Member Stigney would like a dollar amount listed in the Resolution rather than leaving 29 <br />it open ended. 30 <br /> 31 <br />Council Member Flaherty said that the document from BRAA would be the only thing that the 32 <br />City has to ensure what it will receive from the contractor. 33 <br /> 34 <br />Council Member Stigney asked whether this will be for the entire City or for the project area. 35 <br /> 36 <br />Public Works Director Lee indicated that this is a simple process and they spend minimal time to 37 <br />put together the report. He then said that the study will be for the project area only at this time. 38 <br /> 39 <br />Council Member Stigney said that he would like to know what the costs will be. 40 <br /> 41 <br />9. JUST AND CORRECT CLAIMS 42 <br /> 43 <br />Finance Director Beer indicated that a new report was included that is more brief with less clutter 44 <br />and Staff is seeking direction on the preferred format. 45
