RESOLUTION 7077 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION AUTHORIZING ABATEMENT OF NUISANCE CODE VIOLATIONS AT 5232 SKIBA DRIVE, MOUNDS VIEW, MINNESOTA, 55112. <br /> <br />WHEREAS, Michael R. Olin is the owner of property located at 5232 Skiba Dr, zoned R- <br />1, Single Family Residential, legally described as follows: RANDOM’S FIRST ADDITION LOT 8 BLOCK 2 <br /> <br />WHEREAS, on March 26, 2007, staff inspected the property located at 5232 Skiba Dr in <br />response to information received regarding exterior accumulations of junk and debris <br /> <br />WHEREAS, a notice of violation was issued to Michael R. Olin dated March 26, 2007 <br />staff requested corrective actions completed to bring the property into compliance with Sections <br />607.03 Subd. 1a; 607.03 Subd. 1h and 607.03 Subd. 3c. of the Nuisance Code by April 2, 2007; <br /> <br />WHEREAS, on April 9, 2007 staff performed a follow up inspection of the property <br />located at 5232 Skiba Drive to verify corrective actions were completed and found corrective <br />actions had not been completed; and <br /> <br />WHEREAS, on April 9, 2007, staff issued Michael R. Olin two Administrative Citations <br />for violation of City Ordinance Requirements; and <br /> <br /> <br />WHEREAS Michael R. Olin is responsible for maintaining Nuisance Code violations on <br />the exterior of the above-said property that include, but are not limited to: <br /> <br />1. Deteriorated above ground swimming pool. <br />2. Exterior accumulation of old machinery, junk, furniture, and household furnishings. <br />3. Exterior accumulation of rubbish and trash. <br /> <br />WHEREAS, the City Council finds that the nuisance code violations at 5232 Skiba <br />constitute a Public Nuisance under Section 607.03 Subd 1a; 607.03 Subd. 1h; and 607.03 Subd. <br />3c and the City may abate and assess the costs of said abatement against the property pursuant to <br />Minn. Stat. 429.101; and <br /> <br />WHEREAS, the City has complied with the notification requirement for nuisance <br />abatement as stated in Section 607.09, Subd. 5b of the Mounds View Municipal Code; and <br /> <br />WHEREAS, NAME, property owner of 5232 Skiba Drive, will be personally liable to the <br />City for the costs of such abatement, including administrative costs pursuant to Section 607.09, <br />Subd. 7 of the Mounds View Municipal Code; and <br /> <br />WHEREAS, if the property owners fail to pay the cost, after being duly notified, of the <br />abatement of nuisance code violations at 5232 Skiba within 30 days after the date of the invoice,
