<br />Economic Development Specialist Report <br />May 14, 2007 <br />Page 2 <br /> <br />Salary <br /> <br />According to the 2007 AFSCME contract, the following represents the annual wage scale for <br />the economic development specialist position. <br /> <br />Step 1 Step 2 Step 3 Step 4 Step 5 <br />$46,696 $49,608 $52,520 $55,453 $58,365 <br /> <br />The position will be advertised at an anticipated starting wage of $46,696 per year, however <br />the Council may want to consider hiring at a higher step based on the experience and <br />qualifications of the individuals applying for the position. <br /> <br />Advertisements <br /> <br />Subject to Council approval, staff will arrange to post the position announcement in both the <br />StarTribune and Pioneer Press. While we acknowledge this will involve additional expense, <br />staff feels it is important to ensure the announcement is seen by as many qualified <br />individuals as possible. We would also have the announcement posted on both newspaper’s <br />online employment boards. The opening would be posted online with the League of <br />Minnesota Cities as well as on the City’s own website. <br /> <br />Anticipated Schedule <br /> <br />The following schedule represents our desired timeframe in which the position would be <br />advertised, applicants interviewed and a candidate brought forward for Council approval. <br /> <br /> May 14, 2007: Council approves filling the vacancy <br /> May 20, 2007: Position announcement in Sunday newspapers, LMC <br /> June 8, 2007: Deadline to submit Applications <br /> June 11 – 15 : Review & point applications, schedule interviews <br /> June 18 – 20: Hold interviews <br /> June 21 – 22: Conduct background & reference checks <br /> June 25, 2007: Present candidate to the Council for consideration <br /> <br />This is a challenging timeline to be sure and it is staff’s objective to efficiently conduct the <br />selection process to limit delay and potential loss of momentum on our economic <br />development and redevelopment activities. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of Resolution 7082, a resolution authorizing staff to advertise to <br />fill the vacancy created by Mr. Backman’s resignation. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />Community Development Director
