The funds to finance this purchase will be derived from the Enterprise Fund, <br />under the water infrastructure and equipment department, capitol equipment <br />account (account 700-4823-7030), and any additional funds that may be required <br />are to be derived from the Enterprise Fund, water infrastructure and equipment <br />department contingency account. <br /> <br />Staff has received the following bids <br /> Bobcat $5,529.00 +tax <br /> Quick Attach $6,280.00 +tax <br /> RMS Rentals $6,995.00 +tax <br /> Carlson $10,463.00 +tax <br /> <br /> Further Discussion <br /> The City can: <br />1. Continue to operate under its current operating procedures. This past <br />year the city received assistance in the breaking of frost only once. In <br />other cases the City spent additional hours scraping the frost. As <br />mentioned previously, scraping the frost is time consuming, difficult, and <br />potentially dangerous. <br />2. Hire an excavating company to break frost for the City. The cost of this <br />from Valley Rich Co. Inc. is a minimum of $200.00 a day for the use of the <br />breaker, $125.00 per hour for transport to the job site, from wherever the <br />equipment is, and $125.00 per hour for hours worked, plus $41.00 per <br />hour if overtime hours are worked. This cost for the break on Long Lake <br />Rd. and Co. Rd. H2 would have been approximately $1100.00. The cost <br />for this entire winter season, if the City would have called for frost breaking <br />service on all digs that went into the road, where the frost is the hardest to <br />get through, would have been approximately $4600.00. This is also <br />contingent on an excavating company having a crew available on very <br />short notice. <br />3. Purchase a frost breaker for the skid loader. This would require the initial <br />expenditure of funds to purchase this attachment for the skid loader, but it <br />would allow the City to be self reliant in breaking frost in the future. It <br />would also be adaptable to the City’s Back Hoe in the future, if that need <br />would arise, with a bracket and some hose couplings. <br /> <br /> <br />Recommendation: <br />Staff recommends purchasing a Hydraulic Frost Breaker from Bobcat for a price <br />of $5,529.00 plus tax.
