SPECIAL ORDER OF BUISNESS 4 <br /> 5 <br /> A. Mayor to Read Proclamation for National Public Works Week 6 <br /> 7 <br />Mayor Marty read a Proclamation for National Public Works Week. 8 <br /> 9 <br /> B. Recognition of Property Managers Spectrum Property Management and 10 <br /> Cedar Management Inc., for Achieving Certification Status in the Mounds 11 <br /> View Property Maintenance and Crime Prevention Program 12 <br /> 13 <br />Mayor Marty read the Resolution recognizing Cedar Management Inc. 14 <br /> 15 <br />Mayor Marty noted that Spectrum was also recognized for its efforts. 16 <br /> 17 <br />7. COUNCIL BUSINESS 18 <br /> A. Public Hearing, Consideration of Resolution 7068, Approving an On-Sale 19 <br /> Intoxicating Liquor License for Totino’s Italian Kitchen Located at 2535 20 <br /> County Highway 10 21 <br /> 22 <br />Mayor Marty opened the public hearing. 23 <br /> 24 <br />Assistant to the Administrator Crane provided information on the liquor license request noting all 25 <br />required checks were performed by Staff. 26 <br /> 27 <br />Rob Busch of 5604 West Bavarian Pass of Fridley said that he is a concerned citizen and belongs 28 <br />to Zion Lutheran Church and he opposes the liquor license for Totino’s. He then said that there 29 <br />are enough drunks on the roads killing people. There are 11 bars in the Spring Lake Park, 30 <br />Mounds View, New Brighton, Fridley area. 31 <br /> 32 <br />Richard Jobke addressed Council and asked for consideration of approval as they continue to 33 <br />improve Mounds View Square. 34 <br /> 35 <br />Mayor Marty said that the City and Council have been looking at the property for a number of 36 <br />years for improvements and the City appreciates the efforts to improve the site. 37 <br /> 38 <br />Steve Ellwell, owner of Totino’s Kitchen, addressed the Council and asked for approval of the 39 <br />liquor license. He then provided background history on his family business. 40 <br /> 41 <br />Council Member Mueller asked if this location is large enough for the restaurant. 42 <br /> 43 <br />Mr. Ellwell indicated that it will seat about 90 to 96 people and will be adequately sized. 44 <br /> 45
