Item No: 7L Meeting Date: June 11, 2007 Type of Business: Council Business Administrator Review : ____ City of Mounds View Staff Report To: Honorable Mayor and City Council From: James Ericson, Community Development Director Item Title/Subject: Authorization for Additional Part-Time Summer Code Enforcement Hours Introduction: On May 7 and again on June 4, 2007, the City Council reviewed code enforcement staffing levels in the Community Development Department. The Council asked staff to explore alternatives to increase our code enforcement presence. Discussion: Last year, the City Council authorized the PSO position to work ten hours a week to help the department stay on top of the code enforcement workload. This summer it has become apparent that additional staff hours would be necessary to respond to the growing volume of complaints and violations in our neighborhoods. The PSO position presently works 30 hours a week (20 hours in the Police Department and 10 hours with Community Development) and would be able to work up to an additional ten hours a week through the end of August. While this will not fully resolve the code enforcement backlog and staffing deficiency, it will certainly help. Such an arrangement was concluded to be the most cost effective short term solution to our code enforcement needs. As we start the planning process for the 2008 budget, the issue of code enforcement will again need to be reconsidered, as the additional hours assigned to the PSO is a temporary response to a long term issue. Recommendation: Staff recommends approval of Resolution 8002 which allows the PSO to work up to an additional ten hours per week through the end of August. The additional cost (up to $142.50 per week) will be absorbed by the existing personnel budget for the Community Development Department.
