REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 10 .. <br /> ©� �� Report Number: 9226 0 W S <br /> STAFF REPORT <br /> lir <br /> Report Date: 4/29/92 <br /> AGENDA SESSION DATE May 4, 1992 - <br /> DISPOSITION <br /> Item Description: <br /> City Wide Parking Restrictions <br /> Administrator's Review/Recommendation: (} <br /> - No comments to supplement this report �7./'}"/'�L <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY: <br /> Staff has previously discussed the possibility and benefits of <br /> implementing a City Wide parking prohibition between the hours of <br /> 2:00 a.m. and 6:00 a.m. Public Works primarily sees a benefit in <br /> snow plowing operations and the Police Department sees a primary <br /> benefit in patrolling operations. <br /> During the Halloween storm, a number of vehicles were parked on <br /> the street and created problems for snow plowing. Even though <br /> this storm began early in the day; if a 2:00 a.m. to 6:00 a.m. <br /> parking restriction were in effect, staff believes a significant <br /> number of the vehicles would not have been parked in the street. <br /> Part of the restriction is to get people in the habit of parking <br /> off-street. <br /> Attached is a copy of a survey staff conducted covering a number <br /> of area cities. As you will notice, there is a lot of variety <br /> even with the Cities that do have restrictions. This is likely <br /> due to the historical differences in development of the city. <br /> Anoka, for example, has had the parking restriction for a signif- <br /> icant number of years.
