Explanation/Summary (attach supplement sheets as necessary.) $UMMARYa In accordance with Municipal Code Chapter 70 Section 18, I am implementing restrictions on the outdoor use of water beginning on May 18 and continuing through September 14, 1992. The restric- tions are helpful in reducing the peak usage of water, and also the total usage during the summer months. In the past, residents have expressed concerns that the odd-even rule is confusing or unfair. I feel it is fairly simple, odd addresses on odd days, etc. It does not seem unfair, although some residents feel that it causes an undue burden on those individuals who frequently leave town for weekends: They can't water on the Friday before they leave. There were also concerns that we should either have odd-even or a ban during certain hours, not both. I believe that the current system has been fair; and we have predicated our Water Department Capital Plan on continued summer restrictions. I feel that we need to stay with the current system as residents are getting used to the odd-even rule and continual- ly changing the rule is confusing. The mid-day ban is helpful in lowering the peak usage and also discourages residents from starting a aprink-l-er -when-they-Ieave for work-and letting it run all day. We have observed this in the past and have turned sprin- klers off that were left running during these hours when no one was at home.
