Crane Assistant to the City Administrator <br /> <br />Item Title/Subject: Second Reading and Ordinance 790, an Ordinance <br />Amending Chapter 3 and Chapter 5 of the Mounds View <br />City Charter. <br /> <br /> <br />Background: <br /> <br />The City Council reviewed this item with the Charter Commission Chair Thomas at the <br />May 7, 2007 Work Session and again for a first reading at the May 29, 2007, City <br />Council Meeting. Revisions were made by the Charter Commission to Chapter 3 <br />(Council Procedure) and Chapter 5 (Initiative, Referendum and Recall) to the City <br />Charter. Both Chairman Jonathan Thomas and City Attorney Scott Riggs will be at this <br />Council Meeting to provide comment. <br /> <br />Discussion: <br /> <br />The Mounds View Charter Commission is requesting the City Council consider adoption <br />by Ordinance of the proposed Charter amendments that are attached. Attached is <br />Charter Commission Resolution 2007-01, a mark-up version which outlines the changes <br />in the chapters. <br /> <br />City staff and the City Attorney have worked with the Charter Commission throughout <br />the review process and are supportive of the proposed changes to help clarify and <br />simplify the procedures found in these two chapters. <br /> <br />Recommendation: <br /> <br />It is recommended that the City Council open the public hearing for public comment and <br />approve Ordinance 790, an Ordinance Amending Chapter 3 and Chapter 5 of the <br />Mounds View City Charter, subject to final review by the City Attorney. <br /> <br /> <br />
