Ord 793 Report
July 9, 2007
Page 2

Planning Commission Action

The Planning Commission’s reviewed a draft ordinance which eliminated the remnant
references to the PF Zoning District and clarified that telecommunication towers and
antennae would be permitted in City parks with a conditional use permit. The Planning
Commission approved Resolution 866-07 on June 6, 2007 which recommends approval of
the attached Ordinance 793.

City Council Action

The City Council held a public hearing on the proposed ordinance on June 25, 2007,
approving the first reading and introduction. Two amendments were made to the ordinance,
the first was a clarification that “parkland” be replaced with “city-owned land” to eliminate
potential confusion over what constitutes a park, and the second amendment was to add
reference to the City Forester in Subd. 4 of Section 1124.05. Both changes are reflected in
the second reading attached herein.

Recommendation:

The Planning Commission and staff recommend approving the second reading and adoption
of Ordinance 793 and the publication of the ordinance summary (attached) in lieu of the
whole ordinance, as provided by City Charter.

Respectfully submitted,

________________________
James Ericson
Community Development Director
