Mounds View City Council Page Eight <br /> Regular Meeting May 11, 19410 <br /> that there are citizens that are opposed to parking restrictions <br /> as the Council heard with the Robert's Off 10 issue. Councilmember <br /> Rickaby stated that at an informational meeting residents can only <br /> ask questions but would have a better opportunity to voice their <br /> opinions at a public hearing. The Council should listen to the <br /> residents even if it is material that we don't want to hear. <br /> Mayor Linke stated that a public hearing and an informational <br /> meeting are the same thing in his opinion. An informational <br /> meeting is something that alerts the residents as to what is <br /> going on and a public hearing is legally necessary on some issues. <br /> Minetor stated that staff could draft the ordinance and have the <br /> first reading and schedule the public hearing at the second reading <br /> if Council desires. <br /> Councilmember Rickaby stated that at an informational meeting the <br /> residents don't have an opportunity to comment. <br /> Mayor Linke stated that he always lets people comment and question <br /> even if at an informational meeting. Linke stated that he takes the <br /> residents comments into consideration when he casts his vote. Linke <br /> believes public hearings are necessary. <br /> Councilmember Blanchard stated that she felt this discussion <br /> was premature. Blanchard stated that in order to be able to <br /> discuss the matter, she would need to read the ordinance first. <br /> On May 26 an informational meeting date can be set for two weeks <br /> or take whatever action need be taken. Council should wait to <br /> see what staff brings in. <br /> 6. Ric Minetor, Director of Public Works/City Engineer, stated that <br /> the consultant on the Surface Water Management Utility was unable <br /> to attend this evening's Council Meeting. Minetor stated he would <br /> 1-ike—to—reschedule this to another meeting. <br /> Samantha Orduno, City Administrator, delivered a brief update on <br /> the Storm Water Management Plan. The Plan was reviewed by the <br /> consultant. This topic was discussed at the May 4, 1992 work <br /> session, however, the material discussed was from 1990. At the June <br /> work session Short-Elliott-Hendrickson will bring updated information <br /> with regards to the implementation of a budget and financial <br /> methods. <br /> REPORTS <br /> 1. Councilmember Rickaby had no report. <br /> Councilmember Wuori had no report. • <br /> Councilmember Quick had no report. <br />
