r <br /> Mounds View City Council Page Tw <br /> Regular Meeting May 11, 19� <br /> MOTION/SECOND: Quick/Rickaby to amend the motion on page six of the <br /> April 27 Council Meeting minutes regarding the purchase <br /> of two weight scales from Twin City Scale as stated <br /> above and correct the minutes to reflect this amendment. <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> MOTION/SECOND: Wuori/Blanchard to approve minutes of April 27, 1992 as <br /> amended. <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> SPECIAL ORDER OF BUSINESS: <br /> No special order of business was scheduled for this meeting. <br /> -RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR: <br /> Peggy Ashland, 2564 Silver View Plaza, owner/proprietor of Adde Lane Floral <br /> stated a complaint regarding vendors selling flowers on Highway 10. Ms. <br /> Ashland stated that the vendors selling flowers on the corners takes away • <br /> business from the local floral shops. Ms. Ashland stated that it is <br /> frustrating to have these vendors come in and take business away from the <br /> local floral shops. The floral shops pay overhead and taxes and are in the <br /> City permanently, while the transient vendors have none of these costs but <br /> take business away from those whose livelihood is flower sales. <br /> Mayor Linke stated that the City cannot outlaw these vendors. If these <br /> vendors meet all requirements stated in the Municipal Code and pay the fee <br /> that is required, the City cannot infringe on their right to sell. <br /> Ms. Ashland asked if the Council could regulate the dates for flower sales <br />—by—the-peddle_; ash—as-not-al-law3ng them—to—se-1-1 on Mother's Day- <br /> Mayor Linke stated this could not be done. <br /> Samantha Orduno, City Administrator, stated that the City could be more <br /> restrictive as far as regulating these vendors, however, one must be careful <br /> as this could be impinging on the peddler's constitutional rights to free <br /> enterprise. <br /> Ms. Ashland asked if the peddler's could be placed at a distance from the <br /> other two floral shops intheCity rather than two blocks and six blocks <br /> away. <br /> • <br />
