Item No: 08C <br />Meeting Date: July 23, 2007 <br /> Type of Business: CA <br />City Administrator Review: ______ <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant to the City Administrator <br /> <br />Item Title/Subject: Resolution 7119, Approving a Charitable Gambling Permit for <br />Community Charities of Minnesota to Conduct Charitable Gambling <br />at The Mermaid located at 2200 County Highway 10 in Mounds <br />View <br /> <br /> <br />Community Charities of Minnesota, a non-profit charitable organization, would like to hold <br />charitable gambling on a permanent basis at The Mermaid located at 2200 County <br />Highway 10 in Mounds View. <br /> <br />Community Charities of Minnesota is a non-profit 501(c)(3) charitable corporation. The <br />organization conducts fundraising to include golf tournaments and charitable gambling <br />with the proceeds donated to food shelves, post prom parties and summer education <br />programs for Minnesota Youth to name a few. According to their attached letter dated <br />June 28, 2007, the net profits from the conduct of charitable gambling for each month is <br />calculated for each site and a minimum of 85% of those funds are set aside for use in the <br />local community. Attached is a list donations that Community Charities has contributed to <br />various Minnesota communities and organizations. <br /> <br />Community Charities of Minnesota main office is located in Mankato, Minnesota. They <br />have been in existence since the early 1980s, and have 30 active members, which meets <br />the requirements of the Mounds View City Code. A list of current member is on file with <br />the City. <br /> <br />The Gambling Control Board requires that local unit of government (city or county), pass <br />a resolution specifically approving or denying the Premises Permit Application. This <br />resolution (approving or denying the application) must be voted on and the resolution <br />forwarded to the Minnesota Gambling Control Board. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of Premise Permit to permit Charitable Gambling for <br />Community Charities of Minnesota at the location stated above. <br /> <br />Respectfully Submitted, <br />Desaree M.
